Water and oil and gas pipe procurement in Southeast Asia and the Middle East has shifted in three ways. First, localisation of standards: more owners require compliance with both the national standard of the project country and the common international standard, and tenders must respond clause by clause.
Second, third-party inspection is now routine. Resident inspection by SGS, BV and similar bodies is normal, so production records, inspection reports and traceability have to stand up to audit — which raises the bar on document management.
Third, delivery time carries more weight. Milestones are fixed, and delay costs more than a price difference, so a supplier's staged shipping and documentation capability directly affects the award.
For Chinese mills, export competitiveness is no longer just price per tonne: standard response, inspection support, documentation and packing are becoming the dividing line in the next round of orders.
